Delhi, the capital of India, is home to more than 30 million people. It also has millions of cars plying its broad roads, serving the never-ending demands of life in a metro. Cars are seen as a basic need by many Delhi residents, which is why the city has, over the years, emerged as one of the biggest automobile markets in India. And as everywhere else, the practicality and pocket-friendliness of  used cars have given them the biggest share in Delhi’s automobile market.

However, buying a used car is often not as easy as it seems, and RC transfer of a car is a lengthy yet vital part of it. People often hire middlemen for this job but end up paying a considerable sum for this service. Moreover, most of them are unaware of the complex procedure for the transfer of car ownership. So, let’s look at the complete, end-to-end process of RC transfer in Delhi:

The Regional Transport Office (RTO) is where mainly the transfer of car ownership takes place. There are eight RTOs in Delhi.

  • DL 01: Mall Road
  • DL 02: IP depot
  • DL 03: Seikh Sarai
  • DL 04: Janakpuri
  • DL 05: Loni Road
  • DL 06: Sarai Kale Khan
  • DL 07: Mayur Vihar
  • DL 08: Wazirpur

Documents Required for the Ownership Transfer Process in Delhi

Here are the documents you require to transfer a car’s ownership or RC transfer in Delhi:

  • Copy of valid car insurance certificate
  • Original registration certificate of the car
  • Any two attested copies of address proof: voter ID, passport, utility bills, ration card, and so on
  • Copy of valid Pollution Under Control (PUC) certificate
  • Duly filled up Form 29 and Form 30

Step-by-Step Guide on How to Apply for Transfer Of Car Ownership in Delhi

Once you bring your dream used car home after making the payment, you need to initiate the RC transfer process at the local RTO within 30 days. Here are the steps you need to follow.

Step 1 – Procurement of No Objection Certificate (NOC) From The Traffic Department: (Required if seller and buyer of used car reside in different RTO areas)

If the used car that you have bought isn’t registered in your RTO area, then you’ll first have to get the car de-registered from its original RTO. For this purpose, follow the following methods. 

  • Request an NOC by submitting Form 28 to the original RTO.
  • If the car isn’t registered in any of the RTOs of Delhi, you’ll have to procure a Form 29 from the original RTO.

Step 2 – Visit RTO With Relevant Documents

Once you have obtained the NOC, you can begin the car ownership transfer process by submitting the following documents to your local RTO.

  • Original vehicle registration certificate
  • Duly filled Form no.29
  • Duly filled Form no.30
  • Copy of valid insurance
  • Attested copy of address proof of buyer
  • Copy of valid pollution under control certificate (PUC)
  • Copy of G.I.R
  • Pan card

Form no. 60 or Form no. 61 (for cars only)

  • Bank NOC
  • 2 copies of Form 35 (In case the car was under loan / hypothecated)

If the RC transfer of a car is to be transferred from a company to an individual, the following set of documents is supposed to be submitted to the RTO.

  • ​Original registration certificate of the car
  • Two duly filled & signed Form no.29 
  • Two duly filled & signed Form no.30 
  • Two Form no.35 duly filled & signed by the registered owner
  • A certificate from the financier (Bank) for the clarification of dues 
  • Copy of valid car insurance
  • Copy of valid pollution under control (PUC) certificate
  • Copy of address proof of buyer, i.e., voter ID, passport, telephone (BSNL or MTNL) or electricity bill, Aadhar or Govt Bank account
  • NOC from the company on its letter its letterhead
  • Authorization letter

Step 3- Submission Of The Documents

Once you submit all the above-mentioned documents you will have to pay the fees of RC transfer at RTO. The process of RC transfer will be completed within 30 working days.

If the car was originally registered outside Delhi, you will first receive an NOC from the original RTO, then you can initiate the re-registration process.

Step 4 – Car Re-Registration After Interstate Transfer: (Required if the car is from a different state)

Once you receive the NOC from the original RTO, you will have to apply for re-registration in the RTO of your area. For this purpose, you will have to submit the following documents

  • Original registration of the vehicle (of another state)
  • Form 20

  • Attested copy of address proof
  • Attested copy of the valid driving license of the car owner
  • Attested copy of PUC Certificate
  • PAN Card, Form 60, or Form 61
  • Your passport-size photos
  • NOC from the lender bank if the vehicle is under a loan 

Step 5 – Payment Of Road Tax

If the car that you have bought is originally registered outside Delhi, then you will have to pay the road tax to have the car re-registered. The payable tax depends on the price of the vehicle mentioned on the original invoice. Also, note that once you pay the road tax for re-registration of the car, you become eligible to claim the refund of the road tax paid by the previous owner. This refund is calculated based on the original price of the car and its age. For reimbursement, you will have to submit the following set of documents

  • Application for road tax refund
  • Updated and signed Form 16 (Form16: your salary certificate from the employer)
  • Copy of the new registration certificate
  • Copy of the old registration certificate
  • Insurance policy with new registration number
  • Proof of ID
  • Address proof

Car Ownership Transfer Online In Delhi

The Delhi Government has removed the need for agents, brokers, etc., and now ensures a smooth online process for the transfer of a car’s ownership. Follow the following steps to transfer a car’s ownership online.

Step 1: Keep the Scanned Copies of some essential documents

  •   ID & Address Proof of Buyer and Seller
  • Before the initiation of the online RC transfer of the car’s ownership, keep scanned copies or images of the following documents.
  •   Duly filled and signed Form 29
  • Duly filled and signed Form 30
  •   Registration certificate of the vehicle 
  • Valid car Insurance
  • Registration certificate of the vehicle 

These documents will be uploaded during the process. 

Step 2: Registration on the Parivahan website

Parivahan-website
  •   Check Online Services – Vehicle related services and register to create a New Account.
  •     If you are already registered on the Parivahan website, then you can skip the previous step, and directly log in.

Step 3: Login & Authenticate

  • Once you are logged in, check Online Services – Vehicle Related Service.
  • Select the state and RTO, then click on ‘Proceed’
  • Select online services to Apply for Transfer of Ownership, Change of Address, Hypothecation [Addition/Continuation/Termination], Duplicate RC)
  • Now, input the registration number and the last 5 digits of the chassis number. The authentication will be done once you enter an Aadhar Based OTP.
  • A new page will open with complete details of the car. Here you will be able to see every essential detail of the car, such as the ne of the owner, the date of its registration, and its insurance expiry date.

Step 4: Select Transfer of Ownership Service and online fill the form for RC Transfer

  • The Seller will have to select ‘Transfer of Ownership’
  • Enter the vehicle details, new owner details, scanned copies of IDs, and address proof. And upload form 29, form 30, and Vehicle Insurance. Then online pay the RC transfer fees which are around ₹ 530.
  • If the vehicle has active loan hypothecation, then a confirmation is needed as to whether you have possession of RTO form 35 and Bank NOC. Otherwise, both – Hypothecation Termination and Transfer of Ownership need to be checked on
  • Once the form is filled, take an appointment slot to submit hard copies of documents in RTO and verification.
  • Make the online payment, which is around Rs 530 with Price breakups:  Transfer of Ownership: Rs 300, Smart Card Fee: Rs 200, Postal Fee: Rs 50
  • Once the payment is done, you get payment receipts that are generated along with RTO Form 29, 30.

Step 5: Visit the RTO with Documents, on the stipulated date and time

When you visit the RTO you would require the following documents for verification.

  •     Original registration certificate (Smart Card)
  •   Valid Insurance
  •   Pollution under control (PUC) certificate
  •   2 Passport Size Photographs of Buyer (not required in all RTOs, however still advisable to be taken)
  •   Buyer ID proof & Address proof
  •  Buyer PAN Required if the transaction value is more than Rs 50,000
  • Seller ID & address proof
  • Blank Envelope with Name and Address of Buyer along with seller ID proof
  • Printed copies of online fees payment receipt and form 29, 30 duly signed by both buyers and seller

Step 6: RTO Validation for the new RC Dispatch 

If all the given details such as RTO Forms duly completed, signatures, IDs and address proofs, etc., exactly match according to the norms of RTO, then they will dispatch in the registration certificate (Smart Card) in favour of the buyer within a week.

Note: In case of any discrepancy, the RTO officer will then send a letter to the seller to be present in RTO along with the buyer for physical verification.
