Step 1 – Procurement of No Objection Certificate (NOC) From The Traffic Department: (Required if seller and buyer of used car reside in different RTO area)
If the vehicle that has been purchased has not been registered in W.B then the vehicle has to be de-registered in the state where it was originally registered and then the procedure of transfer of vehicle ownership can be done. If a NOC is required from the other state, then Form 28 has to be duly submitted to the original RTO and Form 29 has to be collected from the same RTO.
