The Form 22 is a road-worthiness certificate which a manufacturer issues to the buyer of its car. It contains all the required information about the emission levels of the car and is seen as a mandatory document. Moreover, it is valid proof that the car complies with the in-force emission norms and is safe for use on Indian roads. Because Form 22 serves as proof that the vehicle complies with current emission norms, once the manufacturer issues Form 22 to the buyer of a brand-new car, the buyer does not need a PUC certificate for one year from the date of registration. The Form 22 is a must-have to get the vehicle registered. Hence, when you buy a car the dealer provides you with the Form 22 with the manufacturer’s sign on it.

Once the dealer hands you the Form 22, you can see that it states all the necessary information you need about your new car. With the help of online portals, it is easy to obtain Form 22. To download Form 22, visit the Parivahan website and follow these steps:

  • Visit the Parivahan website
  • Click on the option ‘Informational Services’ present on the menu tab
  • To download the form, make sure you select it from the drop-down menu.
  • Go to the “All Forms” option.
  • You will be able to download Form 22 under “All Forms” by scrolling down.

  • Point 5(i) and (ii) – list down the details of the emission: level of greenhouse gases in the table below for the particular fuel type car. Next, provide the noise level of the vehicle in decibels as per the horn, bystander’s position, and operator’s ear level.
  • Include the signature of the manufacturer of the vehicle.

What documents should be submitted along with Form 22 to the RTO for registering a new vehicle?

To register your new vehicle, you are required to submit several important documents along with Form 22. These documents include:

  • Completed Form 20
  • Completed Form 21
  • Attested copy of the valid insurance policy
  • Identity proof of the car owner
  • Owner’s address proof
  • PAN card, Form 60, or Form 61, whichever is applicable
  • In case of an imported car, a customs clearance certificate has to be enclosed
  • Challan receipt
  • Affidavit on a non-judicial stamp paper worth Rs.3
  • Chassis pencil print
  • Form 34, signed by the concerned bank and the owner, in case the vehicle is under a loan
  • The fitness certificate of the motor vehicle will be required in specific situations
